This is the first (in the order I received them) of a number of illustrated stories in this batch by the justly-forgotten Edwardian author Hagar Molson-Molesworthy. “The Unspeakable Duke of Url” is of course a pun on the 1962 song “Duke of Earl” and “URL”. Merboys are quite rare in fantasy, but there are one or two in the works of Thomas Burnett Swann. Oh, and in case anyone was interested, here’s a link to a picture of The Little Mermaid of Copenhagen.
